The public sector is increasingly making use of so-called PPP (public-private partnership) models or project financing for the construction and management of public infrastructures and facilities. In this case, the structure is realised and financed in whole or in part by the private partner, who then manages it himself for a fixed period of time or can use it - at least in part - for economic purposes.

These models are mainly used in of public transport, transport routes but also, for example, for social institutions. Such projects require intensive legal support, as aspects of regional planning, public procurement law, public concessions and contractual aspects in the narrower sense must be taken into account.
